الديمقراطية الانتخابية المتعددة الأحزاب، جوهرة الحداثة الديمقراطية في أوروبا والولايات المتحدة، هي فاسدة وتتراجع. وقد أدت دكتاتورية سلطة رأس المال الاحتكاري إلى القضاء بشكل واضح على نطاق ومعنى الانتخابات.
وقد شهدت فرنسا بالفعل هذا قبل عدة سنوات عندما رفض الشعب الفرنسي الدستور الاوروبي المقترح من خلال الاستفتاء. هذا لم يمنع الحكومة والبرلمان من اعتماده بعد فترة وجيزة!
والدرس الذي استخلصه الشعب الفرنسي من تلك التجربة هو ببساطة أنه نظرا لأن التصويت قد فقد أهميته الحاسمة، لم يعد من المجدي أن يزعج نفسه بالتصويت.
الانتخابات الرئاسية في نيسان / أبريل 2017 وجولتا الانتخابات البرلمانية في 11 و 18 يونيو / حزيران تظهران بوضوح ذلك. الامتناع عن التصويت بلغ 60٪من الناخبين!
وهذا لم يسبق له مثيل في تاريخ الديمقراطية الغربية.
في هذه الظروف، على الرغم من أن ماكرون انتخب رئيسا ولديه أغلبية مطلقة مريحة في البرلمان الجديد، فإن التصويت الفعلي لصالحه لا يتجاوز 16٪ من المواطنين الفرنسيين، وخاصة من بين الطبقات الوسطى وأصحاب الأعمال - وهو سياق اجتماعي بطبيعة الحال "مؤيد للرأسمالية" ورجعي اجتماعيا.
وهي بالتأكيد لا تمثل "انتصارا ساحقا"، إذ أن الإعلام المهيمن سيحظى به. وإذا حدث شيء مماثل في روسيا أو إيران أو أي بلد في الجنوب، فإن وسائل الإعلام الغربية لن تتردد في التنديد بهذه المهزلة. لكنهم حريصون على عدم القول أشياء كثيرة عندما ينطوي على "ديمقراطية" غربية، كما في هذه الحالة فرنسا.
هذه المهزلة الانتخابية هي النتيجة التي يمكن التنبؤ بها للدكتاتورية المستمرة وغير المسبوقة للاحتكارات المالية على مدى العقود الثلاثة الماضية، مخبأة وراء مظهر خادع من "المتطلبات الموضوعية لقوانين السوق". وقد استولت هذه الديكتاتورية على السلطة السياسية المباشرة والاجتماعية
إن التزام الديمقراطية بالبلاغة ومتطلبات النيوليبرالية الاقتصادية أدى في واقع الأمر إلى تمكين "حزب واحد"، وعلى وجه التحديد حزب يخدم الأقلية الصغيرة من "الأثرياء جدا".
ولم يعد هناك أي اختلاف في الممارسة بين حكومات اليمين التقليدي واغلبية اليسار التقليدي الانتخابي الذي يمثله عادة الاشتراكيون. هذا الشكل من الحزب الواحد - أي من "المحافطين الجدد" في الولايات المتحدة - ينظم من الان فصاعدا "الحياة السياسية"، أو بشكل أكثر دقة "تسييس الحياة" في أوروبا الغربية وأمريكا الشمالية
وليس هناك ما يدعو إلى السرور بهذه المهزلة القاتمة. حيث "فقدان الديمقراطية الانتخابية" للشرعية لا يؤدي إلى صياغة بديل ابتكاري يتكون من أشكال جديدة وأكثر تقدما من الديمقراطية الحقيقية. هذا هو نفسه في الغرب كما هو الحال في بلدان الجنوب. الناس يلاحظون الانحراف عن الخطاب العالي، ولكن في نهاية المطاف أيضا قبول عواقبها، وتحديدا، "تتحرك إلى الوراء" في السرعة القصوى. وبالنسبة لفرنسا، شأنها في ذلك شأن البلدان الأخرى في المركز الإمبريالي، فإن موقعها في النظام العالمي يوفر مزايا لأغلبية كبيرة من سكانها. ومن المحتمل أن تكون هذه المزايا وراء "الدعم" السلبي لتحرير السوق.

إن مشروع من هذا النوع سيتعين، بالضرورة، أن يضع نفسه ضمن منظور أوسع وأطول، يتحدى النظام الإمبريالي العالمي والنظام الفرعي الأوروبي الأطلسي الذي يدعمه.
وسيتعين إحياء ظروف ظهور الآراء بهذا الحجم واستراتيجيات العمل المصاحبة لها، وينبغي أن تكون محور النقاش والمناقشة بشأن اليسار الراديكالي، في فرنسا وفي أماكن أخرى في أوروبا والعالم.

La démocratie électorale pluripartite, joyau de la modernité démocratique en Europe et aux Etats Unis, est gangrenée et engagée sur la route de son déclin. La dictature exercée par le capital des monopoles financiers a visiblement annihilé la portée et le sens des élections. La France en avait déjà fait l’expérience il y a quelques années : le peuple français avait rejeté par referendum la proposition de constitution européenne - cela n’a pas gêné le gouvernement et le parlement qui l’ont adopté le lendemain ! La leçon que le peuple français en avait tiré était tout simplement que le vote ayant perdu sa portée décisive, il ne valait plus la peine de se rendre aux urnes. Les élections présidentielles d’avril 2017 et les deux tours de l’élection du Parlement les 11 et 18 juin 2017 en témoignent. Les abstentions frisent désormais les 60 % du corps électoral ! Du jamais vu dans l’histoire de la démocratie occidentale. Dans ces conditions bien que Macron ait été élu Président et qu’il dispose d’une majorité absolue confortable dans le nouveau Parlement, le vote positif en sa faveur ne dépasse pas les 16 % des citoyens, recrutés dans le privé au sein des classes moyennes et des entrepreneurs – un milieu social naturellement « pro-capitaliste », réactionnaire socialement - il ne représente pas « un raz de marée » comme le présentent les médias dominants. Un cas analogue se serait produit en Russie, en Iran ou dans un quelconque pays du Sud, les médias occidentaux n’auraient pas manqué de dénoncer la farce. Mais ils se gardent d’en --dir--e autant lorsqu’il s’agit d’une « démocratie » occidentale, en l’occurrence la France.
La farce électorale est le résultat prévisible de l’exercice de la dictature continue et sans précédent depuis trois décennies des monopoles financiers, masquée sous les apparences trompeuses des « exigences objectives des lois du marché ». Cette dictature s’est emparée du pouvoir politique --dir--ect et le ralliement de la social-démocratie au discours et aux exigences du néo libéralisme économique a produit de facto une forme de pouvoir d’un « parti unique », précisément celui au service de la petite minorité des « plus riches ». Il n’y a plus aucune différence dans la pratique des gouvernements de la droite classique ou de la gauche électorale traditionnellement majoritaire représentée par les socialistes. Cette forme du parti unique – celui des « néo-cons » aux Etats Unis- régule désormais la « vie politique », en fait la « vie dépolitisée » dans l’Occident européen et nord-américain.
Il n’y a pas lieu de se réjouir de cette farce sinistre. Car la perte de légitimité de la « démocratie électorale » n’est pas relevée par l’avancée d’une alternative inventive de formes nouvelles plus avancées de démocratie réelle meilleure. Il en est en Occident comme dans les pays du Sud : les peuples constatent la dérive - mais finalement en acceptent également les conséquences, à savoir la « marche en arrière » à toute allure. Pour la France, comme pour les autres pays du centre impérialiste, les avantages que procure cette position dans le système mondial à la grande majorité des peuples concernés sont fort probablement à l’origine du « ralliement » passif au libéralisme des marchés.
L’avenir reste néanmoins ouvert. En France la farce électorale de la « République en marche » ne répond à aucune attente de la vaste majorité des citoyens et des travailleurs. Le ralliement attendu de la droite au projet prétendu du « centre » ne tardera pas à révéler le visage véritable de Macron : celui d’un homme de droite au service du capital financier et des politiques néo libérales, et rien d’autre. En contrepoint les luttes sociales, renforcées par l’émergence de la force politique représentée par « la France insoumise », sont probablement appelées à prendre de l’ampleur. Le faux « raz de marée macroniste », vanté par les médias bien que sans rapport avec la réalité des faits, risque d’être de courte durée. Il faut néanmoins savoir que l’expérience des trois dernières décennies a démontré que les luttes sociales par elles-mêmes ne sont pas suffisantes pour arrêter la dérive de droite et rétablir une dynamique d’avancées sociales qui implique le dépassement de stratégies défensives et la cristallisation d’un projet alternatif positif, authentiquement social et démocratique. Un projet de cette nature devra par la force des choses savoir s’inscrire dans une perspective plus large et plus longue, remettant en cause l’ordre mondial impérialiste et le sous-système européen atlantiste qui le soutient. Les conditions d’émergence de visions de cette ampleur et de stratégies d’action allant dans leur --dir--ection, devront être rappelées et constituer le cœur des programmes de débat de la gauche radicale, en France comme partout en Europe et dans le monde.

The 2017 French Elections: A Grim Farce

Multiparty electoral democracy, jewel of democratic modernity in Europe and the United States, is corrupt and in decline. The dictatorship of monopoly-finance capital has visibly eliminated the scope and meaning of elections. France already experienced this several years ago when the French people rejected the proposed European constitution by referendum. That did not prevent the government and the parliament from adopting it soon after! The lesson the French people drew from that experience was quite simply that since the vote had lost its decisive significance, it was no longer worthwhile to bother voting. The April 2017 presidential elections and the two rounds of the parliamentary elections on June 11 and 18 clearly show that. Abstentions now border on 60% of the electorate! This has never been seen before in the history of Western democracy. In these conditions, although Macron was elected president and he has a comfortable absolute majority in the new parliament, the actual vote in his favor does not exceed 16% of French citizens, mainly from among the middle classes and business owners–a social context that is naturally “pro-capitalist” and socially reactionary. It certainly does not represent a “landslide victory” as the dominant media would have it. If something similar had happened in Russia, Iran,´-or-any country in the South, the Western media would not hesitate to denounce the farce. But they are careful not to say too much when it involves a Western “democracy,” in this case France.
This electoral farce is the predictable result of the continual and unprecedented dictatorship of the financial monopolies over the last three decades, hidden behind the deceptive appearance of the “objective requirements of the laws of the market.” This dictatorship has seized --dir--ect political power and social democracy’s adherence to the rhetoric and requirements of economic neoliberalism has de facto resulted in the empowerment of a “single party,” specifically one that serves the small minority of the “very wealthy.” There is no longer any difference in practice between governments of the traditional right and those of the electoral left, traditionally represented by the socialists. This form of the single party–that of the “neo-cons” in the United States–now regulates “political life,”´-or-more accurately “depoliticized life,” in the European and North American West.
There is no reason to be delighted with this grim farce. “Electoral democracy’s” loss of legitimacy is not leading to the formulation of an inventive alternative consisting of new and more advanced forms of real democracy. It is the same in the West as in the countries of the South. The people note the deviation from the high-flown rhetoric, but ultimately also accept its consequences, specifically, “moving backwards” at top speed. For France, like the other countries of the imperialist center, its position in the world system procures advantages for a large majority of its population. Such advantages probably are behind the passive “support” for market liberalism.
Yet, the future remains open. In France, the electoral farce of “République en marche!” (which may be translated as “Republic Onwards!”´-or-“Onwards Republic!”) does not meet any expectations of the vast majority of citizens and workers. The expected support of the right to the project of the alleged “center” will quickly reveal Macron’s true face: a man of the right serving financial capital and neoliberal policies, and nothing else. On the other hand, social struggles, strengthened by the emergence of the political force represented by “La France insoumise” (which may be translated as “Defiant France”´-or-“Unsubmissive France”´-or-“Untamed France”), will probably increase. The false “Macron landslide,” vaunted by the media, though without any foundation in reality, may be short lived. Nevertheless, it must be noted that the experience of the last three decades has clearly demonstrated that social struggles in and of themselves are not sufficient to stop the drift to the right and re-establish a dynamic of social advances. That requires going beyond defensive strategies and creating a positive alternative project that is authentically social and democratic. A project of this type will, by necessity, have to place itself within a broader and longer perspective, one that challenges the imperialist world system and the Atlanticist European sub-system that supports it. The conditions of emergence for views of this magnitude and accompanying strategies of action will have to be revitalized and should be at the center of debate and discussion on the radical left, in France and elsewhere in Europe and the world.
