( The formation of the National Salvation Government to obtain international recognition as an Iraqi national government free from mercenaries and foreign domination and control )

The legitimacy of the National Salvation Government is baptized with the blood of the October 2019 Youth Uprising, the peaceful protests, which is escalating towards a popular revolution, and is derived from the isolated and forged 2018 elections boycott.

The boycott and the uprising that expresses the Iraqi national popular will rejecting the ruling client system.

There is no legitimacy for a government that is a puppet of militias responsible for unemployment, destruction, murder, treachery, plunder, starvation, humiliation, fraud, bankruptcy and stands in the way of holding free and fair elections.

Muqtada al-Sadr s treachery and disregard for the souls of the youth of the October uprising and his al-Mahdi militia s massacres were only possible through prior agreement with all its terrorist governing parties and the complicity of the Al-Kadhemi government.

It demonstrated the government s deliberate and open inability to impose security, confine weapons, and the dominance of Shiite militia terrorism, the complicity of the Popular Mobilization Units in the killing of the people and its hypocrisy in its sectarian definition of terrorism, and the collapse of the security services that had proven incompetent in protecting citizens.

And lethality and the silence of the House of Representatives on the massacres of Nasiriyah.

Barzani s militia orders to exploit the deteriorating situation in the country to plunder and smuggle Iraqi oil with illegal agreements that threaten the unity and independence of Iraq.

And Iran s blatant interference in the security and political affairs in Iraq.

The deterioration of the security situation and its danger are threats to the unity of Iraq and the region.

All this demonstrated the non-functoinality of the government and the necessity of forming a national salvation government, declaring a state of emergency in the country, and for the president Barham Salih and minister president Mustafa Al-Kadhemi to dissolve the House of Representatives, resign immediately and hand over power to the Iraqi people under the supervision of the United Nations and under the guarantee of the Security Council.

The National Salvation Government will be formed under an international tutelage for a period of one year according to the following specific tasks:

1. The trial of the murderers of the martyrs and the corrupt politicians and their proxies before local and international courts, the clarification of the fate of the kidnapped and detainees, the clarification of the conditions of prisoners and the return of the displaced to their cities.

2. An end to the Iranian terrorist hegemony and blatant Iranian interference in the internal affairs of Iraq.

3. Develop urgent solutions to intractable crises, especially electricity, services and unemployment.

4. Conducting free and fair elections under the supervision of the United Nations, and providing the conditions for their completion, starting with dissolving militias and ensuring state monopoly on the use of force, passing legislation for party and election laws, and ending with the formation of independent executive and oversight bodies.

The preparatory body for the formation of the National Salvation Government

(A group of leaders of the protest squares, the peaceful popular youth of the Tishreen Uprising, -union-, professional, legal, cultural and intellectual bodies.

This is an initiative of personalities, not political parties and organizations.

A list of the names of the signatories will be attached to the memorandum submitted to the UN Security Council, with an emphasis on providing guarantees that the names will not be published´-or-leaked in order to ensure their safety.
