Political legitimacy
Depends on all forms of government, political legitimacy, that is, the degree of acceptance by the people, because it is without this acceptance, it is only a party to the civil war, as long as the policies and decisions will meet with opposition might be armed. With the exception of those who have objections to the concept of the state and liberal Kalfodoyen (Libertarians), most people are willing to accept their governments if necessary. And the failure to achieve political legitimacy in modern states is usually associated with separatism and ethnic and religious conflicts or persecution, and not political differences, but that does not negate the existence of examples of political differences such as the war of the Spanish Civil and the Spanish split into two mutually hostile politicians.

Democracy requires a high degree of political legitimacy because the process of periodic electoral population is divided into two camps, "loser" and "winner". So the culture of democracy include the successful acceptance of the losing party and its supporters and voters by virtue of allowing the peaceful transition of power and the concept of "loyal opposition" or "loyal opposition". Contenders may differ politicians, but we have to recognize each other s legitimate role, and ideally encourage the community of tolerance and civility in the management of the discussion between citizens. This form of political legitimacy implies that all parties share common core values. And the voters should know that the new government will pursue policies they might find repugnant, because the shared values of democracy, let alone ensure that this occurs.

That free elections alone are not enough to become a democratic country: The culture of political institutions and civil services in which you must also change, a cultural shift is difficult, particularly in countries that used to be a historic transition of power in them through violence. There are many examples of revolutionary diverse as France, Uganda, the current and Iran, which managed to hold the Democratic approach in a limited up to a broader cultural changes have taken place and opened the way for the emergence of majority rule.
