APPEAL
For Building a Civil Democratic State in Iraq


We, the undersigned, who are closely following developments in the situation in our country, call for consolidation of the progress achieved in the field of security by making urgent, tangible progress on other levels. This applies especially to the political field and to the provision of services and employment opportunities, to the combating of financial and administrative corruption, and addressing the plight of people who were forcibly evicted from their homes, as well as migrants.

We call for the reform and development of the political process, for amendments to the Constitution so as to confer a civil and democratic character upon it, as well as for consolidation of the policy of national reconciliation. We also call for the establishment of a state of law and legal institutions; for a modern civil state based on the renunciation of violence, intolerance and sectarian quotas and the dissolution of militias. This state must be based on citizenship rights and social justice, respect for human rights and ensuring the rights of women to real equality and emancipation. It is embodied in a unified democratic and federal Iraq,  which is secure, stable and enjoys full national sovereignty.
